Cellphone in 1928??

The internet is abuzz with this video supposedly from the Charlie Chaplin film The Circus. Is this lady really using a cellphone? The internet thinks she is a time traveler. Myself? I think she is a really good special effect that someone stuck in there to have some Halloween fun.

But what if she is a time traveler? What if it's Doc Brown??
